Tilbury Douglas was appointed to this collaborative, national framework in 2021 – open to all public sector bodies.

Benefits of using this framework

We are a partner of workstream 3 projects from £2m-£7m and Workstream 4 projects ranging from £7m-£14m, both covering new build and refurbishment works across education, healthcare, emergency services, community, office buildings and social infrastructure.

The framework is organised into five regional hubs to support the localisation agenda, ensuring suppliers have a greater understanding of clients’ local aims and needs.

Promoting the use of the Construction Innovation Hub and the Social Value Toolkit, the LHC Procurement Group provide technical and procurement excellence.

Their regional coverage includes:

  • London and South East Procurement (LHC)
  • South West Procurement Alliance (SWPA) 
  • Welsh Procurement Alliance (WPA)
  • Scottish Procurement Alliance (SPA)
  • Consortium Procurement Construction (CPC North & Central) 

Key focus of this framework: Meeting local needs

LHC works with clients and appointed contractors to ensure that wherever possible, projects leave a social legacy. LHC has aligned its activities to create the LHC Lifetime Values, which uses the 4 key value capitals as identified in the value toolkit by the Construction Innovation Hub. During the life of the Framework, LHC will collaborate to promote, identify, implement, and monitor the impact of these value capitals, which could be supported by Social Value and community benefit initiatives alongside the delivery of the works or service contracts in meeting local and regional needs.

Tilbury Douglas supports this focus through our own ESG strategy where we embrace and promote meaningful Social Value through bespoke options that support community outcomes. ESG sets a clear framework for defining, measuring and reporting Social Value, ensuring appropriate targets are set and met – leading to long-term legacy.
