Tilbury Douglas was appointed to the third iteration of the SWWRCF in 2024.
Benefits of using this framework
This collaborative arrangement is led and managed by Carmarthenshire County Council on behalf of the South West Wales regional Local Authorities (Ceredigion County Council, Neath Port Talbot County Council, Pembrokeshire County Council and Swansea Council).
With a pool of both local and national, highly experienced and qualified contractors, it provides a competitive procurement platform and solution to public sector construction works from £0+.
There are six key aims and objectives of the SWWRCF strategy including:
- Promote the inclusion and contribution of SMEs as Framework Suppliers, with emphasis on local supply provision
- Increase and maintain Minimum Standards to support Growth of Contractors across South West Wales Region
- Support best practice and continuous improvement amongst both employers, contractors and suppliers in the South West Wales Region
- Secure improvement to the built environment through delivery of best value
- Promote the use of modern methods of construction and innovative construction techniques
- Ensure value for money for both client and contractors
Key focus of this framework: Collaboration
The vision of SWWRCF is to develop mutually beneficial collaborative contractual arrangements with contractors. In doing so we strive to integrate public and private sector skills in delivering construction projects, ensure competitive compliant procurement exercises, to promote and champion continuous improvement and embed these.
SWWRCF is committed to maximising Community Benefits across the South West Wales Region and has embedded the Wellbeing of Future Generations Act (2015) within the framework and subsequent awards under the framework. This will help support and foster best value, continuous improvement and support the delivery of socially responsible procurement benefiting social, economic, environmental, and cultural wellbeing across the region.
As part of the National Association of Construction Frameworks (NACF) SWWRCF are able to help contribute to the future of the national procurement strategy on a UK wide basis, sharing best practice with members and wider public sector frameworks of similar nature, which is of benefit to both employers, contractors and the general public.
