Benefits of using this framework
This is the fifth generation Southern Construction Framework (SCF) in the South of England – a joint venture between Devon County Council, Hampshire County Council, and Haringey Council.
The SCF framework allows public bodies from London, the South East and South West to procure construction projects worth over £1m with pre-checked and verified companies. Over the past 14 years it has delivered over £8bn worth of combined construction schemes, establishing it as a leading procurement framework.

Key focus of this framework: Early engagement & collaboration
The framework is modelled on ‘Two Stage Open book’ procurement, which makes the procurement process as effective as it can be through early engagement and collaborative working. As a framework contractor, Tilbury Douglas engages regularly in specialist Working Groups to share industry best practice, lessons learned and innovations with clients and other framework partners. This collaborative approach has led to an average Client Satisfaction score of 92% across the framework.
