Tilbury Douglas is once again attending UKREiiF

Tilbury Douglas, a leading UK building, infrastructure, engineering, and fit-out business, is once again attending the UK’s Real Estate Investment and Infrastructure Forum (UKREiiF), which is taking place from 19 – 21 May 2026 in Leeds city centre.

The event aims to connect people, places and businesses to accelerate and unlock sustainable, inclusive and transformational investment.

As part of its presence this year at UKREiiF on 20 May, Tilbury Douglas will be hosting a panel discussion titled “Defining public value in infrastructure: from appraisal intent to long-term outcomes”.

The session will bring together senior leaders to explore how public value in infrastructure is defined, measured and understood at project completion, and how this aligns with the intentions set at appraisal stage.

The panel will examine how success can be defined beyond delivery, focusing on long-term social, environmental and economic outcomes. Drawing on perspectives from local government, healthcare, higher education and devolved administrations, the discussion will explore how a more consistent and outcomes-focused approach can be achieved.

The session will be chaired by Jane O’Leary, Senior Director – Devolved Government at Tilbury Douglas, and will feature:

  • Fareen Lalani, Development Director, University of Surrey
  • Natalie Forrest, Chief Programme Officer, New Hospitals Programme
  • Katherine Fairclough, Chief Executive, Liverpool City Region Combined Authority
  • Thouria Istephan – Chief Construction Adviser, Ministry of Housing, Communities and Local Government

This exploratory session will help inform practical recommendations and contribute to a proposed framework for assessing public value at completion stage. The outputs will feed into a wider research programme led by Tilbury Douglas, with findings planned for publication at UKREiiF 2027. The research draws on a range of case studies, including Prince Charles Hospital, Tulip Academy, Oldham Old Library and Catterick Integrated Care Centre.

The session runs from 12.30-1.30pm in the Pearl Suite on 20 May 2026.
