This project was awarded via the NHS Building for Wales Framework for the design and construction of a new BREEAM Excellent Integrated Care Centre for people living in and around Cardigan.

Scope of project

The new high-quality centre provides modern, integrated health and social care services, together with third sector organisations, in high quality, purpose-built premises for people living in Carmarthenshire, Ceredigion, and Pembrokeshire. It offers a ‘one-stop-shop’ approach to support the provision of high-quality care for the local population. It brings care closer to home and provides services which are flexible and responsive to individual’s needs. It also provides the opportunity for sharing knowledge, resulting in improved standards of care and better outcomes for all, with an enhanced working environment for staff.

This new three-storey centre provides dental services, a GP practice, minor injury service with telemedicine links to the emergency department, pharmacy, diagnostics including x-ray and pre-operative assessment facilities, ambulatory care, and rehabilitation services. The building is reinforced concrete, with contiguous bored piles and the project also involved a major earthworks package.

Challenges and solutions

This project was constructed on a sloping site, differing in level by 22m from front to back. In developing the design, we optimised the site levels through a mass cut and fill exercise, creating six plateaus using a range of retaining walls to optimise space and differentiate site areas. This approach balanced the cut and fill to ensure minimal cut waste was removed from site. The three-storey building was designed as a split-level over the plateaus to utilise the existing topography and reduce the need for excessive net cut.

To mitigate programme risk, we utilised the same piling rig for continuous flight auger (CFA) walls and case bored rotary (CBR) foundations. The rig that we selected included a replacement head attachment to cater for both piling types and could auger through significant obstructions. This approach provided comfort in the earthworks/ groundworks programme, mitigating risk and the potential for overrun.

Added value

  • To ensure a smooth handover process and client satisfaction, we began consultation with the client services at the start of the project, allowing them to visit the site and track their satisfaction with progress
  • The topsoil needed for the project was stored on site in order to cut costs
  • Tree and grass seed planting was undertaken earlier than scheduled to ensure the site was aesthetically pleasing prior to handover
