This second and final phase of the Noah’s Ark Children’s Hospital at the University Hospital of Wales in Cardiff was awarded through the NHS Building for Wales Framework. The new facility provides support for the strategic development of paediatric services across Wales through enhanced opportunities for teaching, research, and development.
Scope of project
The new state-of-the-art facility, a total of 12,205m² over five floors, is dedicated to paediatric, standalone from main Hospital services. Provisions include dedicated surgical capacity and associated critical care services, a specialist intensive care unit, a unified and dedicated outpatient suite, a dedicated radiology department, new wards, hydrotherapy pool, audiology, ENT, and ophthalmology.

Challenges and solutions
The construction site location and its relationship to the existing Hospital posed many construction challenges in terms of access and egress within a tight working space and the close proximity to adjacent buildings and Heath Park Way.
Redundant paediatric wards, renal and cardiac departments, and associated offices were all located within the site footprint and were demolished by Tilbury Douglas under an enabling works contract, which also included decant works, asbestos removal, alteration and extension to existing facilities, refurbishment of wards, and a new temporary link corridor.
Our team had to engage early with the end user and our design team to ensure maximum value and a state-of-the-art facility. Weekly end user meetings were held during contract delivery.
Our team had to react to a number of emergencies and provide much needed assistance to the Hospital. Extremely heavy rainfall resulted in large volumes of water pouring through the ceiling of the top floor of the adjacent hospital building causing the ceiling to partially collapse. This water then cascaded to a lesser extent through all three floors below.
Due to the relationship built up with the supervisors of the wards during the decant contract, our project team were the first people called upon to help. The response was immediate and a detachment of operatives, staff and subcontractors all carrying mops/brushes and vacuums worked until 9pm to clean up. Within five days, thanks to the efforts of the team the main wards were fully operational again.
Added value
The new facility was handed over to a delighted client on time and on budget, with all KPIs and funding requirements met. The project delivered a number of additional benefits for the client and stakeholders.
- Fundraising support and goodwill gestures from the project team and supply chain have been overwhelming. A total of over £75k was raised through various fundraising ventures
- Our site team and supply chain donated over £50k to the Noah’s Ark Children’s Hospital Charity, which set out to raise £7m to purchase innovative equipment for the new facility
- Considerate Constructors Bronze, Silver and Gold Awards
- Winner of Constructing Excellence in Wales ‘Project of the Year’ Awards 2016
- A proposal to redesign lighting from normal lights to LED was adopted. The additional outlay costs of approximately £250k will be paid back in five years, thereafter saving the hospital maintenance and subsequent revenue expenditure
- Our site team arranged over 100 visits to site for interested parties, including end users, celebrities associated with fundraising, VIP and Welsh Government ministers
- Our success on this project has led to securing six further contracts for the Healthboard
